統制経済と書物流通──帝国の国策書籍配給会社

要旨
アジア太平洋戦争期の経済統制については、主に経済史の分野において、統制の思想的背景や製造部門を中心とした生産や流通・配給制度の実態に関する研究が積み重ねられてきた。一方、出版文化史においても、検閲や言論統制、戦争協力、用紙統制などに関してさまざまな蓄積があり、本論で論じる書物流通の国家統制に関しても日本および「満洲国」に関して考察が行われてきた。しかしながら、出版統制とその外枠である統制経済全般に関わる国家的施策との関係は、ほとんど考察されていない。この論考では、統制経済総体における書物流通の位置付け、国家の統制と民業である取次業や小売業との関係、そして配給という仕組みと「ビジネス」との差異という三点を焦点としながら、戦時期の植民地帝国日本における書物の配給統制のあり方を再考する。本論の考察の結果、日本出版配給株式会社（日配）や満洲書籍配給株式会社（満配）などといった出版物の一元的配給会社と、統制経済の各施策との関係が明らかにされたほか、国家統制の動きと平行するように自ら業界有力組織による統制を求める動きがあったことを指摘した。また先行研究のいう日配が戦後の書物流通体制を準備したという見取り図には、日配が「会社」ではあったものの営利自体を目的としていなかったという点において、大きな留保が必要であることを論じた。この成果は、引き続き戦時下における小売書店の統制（企業整備）の歴史につなげて考察される必要があり、また「満洲国」や朝鮮半島、台湾、樺太、南洋などにおける統制経済と書物流通の関係へも広げていくことが可能である。
Abstract:
distribution in the controlled economy as a whole, the relationship between the national control of economy and private businesses such as wholesalers and retailers of books, and the difference between the national system of haikyū (distribution) and profit-seeking business. I clarify the connection between national policies concerning the controlled economy and the establishment of book distribution companies such as the Japan Publication Distribution Co., Ltd. (Nippai) and Manchuria Book Distribution Co., Ltd. (Manpai). Additionally, I demonstrate that, paralleling national economic controls, important publishing business organizations actively sought to create industry controls. Lastly, I argue that because the accepted narrative which positions Nippai as the precursor to postwar book distribution systems requires serious reconsideration because it is based on the misapprehension of Nippai as a profit-seeking business.
